Why this sequence matters
Hazardous-material removal comes before demolition, not alongside it. Section 10 of O. Reg. 278/05 puts the examination on the owner before demolition is tendered, and a structure taken down before asbestos-containing material is removed turns the whole site into contaminated debris rather than a clean demolition.
Working with a Board also means the reporting has to survive being read by people who were not on site. A volunteer board approves spending on the strength of a document, not a site walk, and the questions come weeks later from someone who was not in the room. The same requirement applies to a property manager passing a file to an asset manager, and it is why the documentation is built as the work happens rather than assembled at the end.
Securing the site first is the other part worth naming. A severely damaged structure is a liability from the moment it is damaged, and every day it stands unsecured adds exposure that has nothing to do with the remediation scope. Getting the site closed off, then sequencing removal before demolition, is what turns an open-ended hazard into a project with a defined end state.
